Let’s start with the substance. It is clear that just raising the debt ceiling will provide no real comfort to markets. Recklessly raising the debt ceiling would prove that we are on track to sail directly into the teeth of a sovereign debt crisis. So any real deal has to both raise the debt ceiling and deal with the substance of the problem. Namely, that the projected explosion in spending outstrips any reasonable expectation that the U.S. can grow its way out from underneath an already dangerous federal debt overhang. So, a real deal would include near-term (“discretionary”) spending cuts, caps to control medium-term discretionary spending, and real changes to actual entitlement programs that would signal a commitment to controlling the spending explosion.
There is nothing in the research literature that supports the notion that raising taxes is a good way to deal with a simultaneous challenge in the pace of economic growth and the budget. And the Obama administration agreed in December that near-term tax increases were economically dangerous. Nothing has changed materially since that time.
So it has been perplexing that for months President Obama has fiddled with fundraisers, golf, and rediscovering his Irish roots while precious time burned and his team “negotiated” about raising taxes. Democrats did not raise taxes for the two full years that they controlled the House, Senate, and White House. Democrats could not raise taxes in the lame-duck session of 2010 when they had 59 votes in the Senate and control of the House. It is completely politically vacuous to somehow believe that a tax-raising deal can go through the Congress.
President Obama needs to explain this to his Democratic allies as the first step toward a deal. Only the president can make that case and make is stick (see December 2010). It has been baffling to await this moment, because the president needs a deal. He can neither afford a serious market disruption and economic crisis — that would be the death knell of his presidency — nor continual reminders between now and November 2012 of his fiscal fecklessness. He needs a real deal, fast, that pushes the next debt-limit debate past the election.
Congressional Democrats need this deal too. If the president fails, 2012 will be an electoral disaster. In short, the political incentives align for Democrats to throw overboard their class-warfare death wish, get a real deal for spending reductions, and move the debate to 2013.
Time is short, so the president better get serious about settling the details and beginning retail sales to the House and Senate Democrats necessary to pass the increase. And make no mistake about it, Democrats will have to vote to raise the debt limit — it’s their spending spree that is coming home to roost.
Some have speculated that instead the president will play chicken, remain missing-in-action, and use a late-August crisis to push through a clean increase in the debt limit. That logic hinges on believing that the Congress will panic and simply pass a debt limit increase. That is unlikely, as a reckless increase has already failed and the public is dead-set against it. Instead, the temptation will be to put together faux spending cuts. But a faux deal runs the serious risk that credit markets jump to the conclusion that the debt jig is up and financial conditions go south.
It is precisely this risk that President Obama can’t afford. Instead, he has the right incentives to reach the real deal.
So, it’s better late than never. Welcome to doing the right thing, Mr. President.

Atlanta to cooperate with Paris for airport business development
Atlanta Mayor Kasim Reed signed a memorandum of understanding with Paris Airports and the Paris Region Development Office/Hubstart Paris to promote their airport areas as locations for business expansion, and to create an international network of airport areas. Paris Region Development Office representative Jean-Claude Detilleux and Paris Airports representative Elisabeth Le Masson signed the agreement Monday with the mayor at Atlanta City Hall. They hope to increase international business exchanges and foreign investments.
Reed said the deal furthers Atlanta's ability to become more globalized and that there may be lessons for Atlanta's airport to learn on sustainability. He said any expenditures on the partnership would come from the airport.
Hartsfield-Jackson International Airport and Paris -- Charles de Gaulle also aim to attract activities such as trade events that create jobs and benefit from being close to an airport.
The idea for the memorandum of understanding developed after a France-Atlanta 2010 event late last year and during a visit by Reed to Paris in January. Reed also discussed the pending agreement with French ambassador François Delattre during the ambassador’s visit to Atlanta in May.
Zimbabwe finance officials arrested
Zimbabwe state media said police have arrested five employees of the finance ministry, which is controlled by Prime Minister Morgan Tsvangirai's party.
Independent rights groups have decried what they call harassment of Tsvangirai supporters by President Robert Mugabe's loyalists. The two sides have been joined in an uneasy coalition government following violent and inconclusive 2008 elections.
The state-controlled Sunday Mail said the five latest to be arrested were detained on Thursday and Friday on allegations of taking unauthorised trips and violating purchasing procedures.
Last month, hundreds of Mugabe supporters demonstrated at Finance Minister Tendai Biti's office, demanding increases in civil service salaries. Biti said the government could not afford raises.
Elections on the horizon
Meanwhile, government officials are working on tabling plans to hold elections at the end of next year.
Patrick Chinamasa, Mugabe's chief negotiator, told state media that party negotiators were set to agree on Wednesday on a timetable toward elections after months of dispute.
He said negotiators were scheduled to sign and submit a document with a proposed timing for polls to Mugabe and Tsvangirai.
Crisis Coalition, an alliance of civic groups, said a deal leaked to them by party officials proposes elections for August or September 2012. By then, a new constitution and electoral reforms demanded by regional mediators can be completed.

Here are some tips to keep in mind at the dog park:
1. Separate big and small dogs. In parks that designate “small dog” and “big dog” sides, make sure you stick to the appropriate side of the park based on your dog’s size. The difference in body size alone can create a hazard for small dogs as they can easily get stepped on or rolled by the bigger dogs. In addition, sometimes bigger dogs will corner and chase smaller dogs, not necessarily out of aggression but because they might see little dogs as prey. A fluffy little white Maltese bolting across the park can look an awful lot like a rabbit in the eyes of a dog that is bred to hunt!
2. Supervise your dog at all times. Just because your dog gets along with everyone doesn’t mean it is a good idea to totally lose sight of him. You are responsible for your dog’s actions and you never know what other dogs will do, particularly when there are multiple dogs present. When dogs get together in a group they tend to develop a pack mentality, which can be dangerous if they gang up on other dogs. If you see your dog “ganging up” on another dog, pull him aside and have him take a break to settle down a bit.
3. Prevent altercations before they occur. Although nobody likes to be the owner of a "trouble-maker," you need to be responsible and consider the safety of the other dogs and people in the park. Like people, some dogs just don’t mesh and that is okay. If your dog is constantly clashing with another dog it may be time to leave and come back another time. Signs that another dog has “had enough” are flattened ears, tail between the legs, or constantly rolling onto his back.
4. Respect the comfort zones of other people and their dogs. There is a fine line between roughhousing and fighting, and some people either don’t know how to tell the two apart or simply don’t want their dog playing rough. If a person is not comfortable with their dog rough-housing with yours, that is their prerogative. Although you might know your dog is just playing when he pins another dog on the ground, other owners may not be comfortable with it and they are entitled to limit the type of interactions their dog has.
5. Don’t bring treats or food into a dog park. Bringing food items into a dog park is like bringing honey into a beehive. You may be the most popular person at the park to the dogs, but you also run the risk of starting a fight. The presence of food can create unnecessary tension and can cause some dogs to become territorial. In addition, not all dogs have the best manners and there is a good chance your sandwich will be knocked out of your hand and scarfed down by a hungry park guest.
6. Don’t wear your Sunday best to the dog park. I can’t tell you how many people wear white pants and high heels to the park, only to scowl and roll their eyes when they leave with muddy paw prints. It’s a dog park people -- dogs jump and roll in the mud so dress accordingly!
7. Look out for your fellow dog park attendees. The dog park can be a great way to meet people and creates a very communal environment. Dog owners tend to watch out for each other to reinforce a safe and fun atmosphere. Do you see someone’s dog squatting in the corner while they aren't looking? Politely let them know and they will most likely thank you for keeping an eye out. Nobody wants to have the reputation of not picking up after their dog. Which brings me to my next point…
8. Always pick up after your dog! Don’t pretend you are looking at your phone or petting another dog so that you “don’t see” your dog going to the bathroom. There is a good chance that someone else did see it and you better believe someone will eventually confront you about it! Nobody wants to be known as “that owner” who doesn’t pick up after their dog.
9. Be careful not to let any dogs loose when you enter and exit the dog park. Many dogs come to the dog park because they cannot be off-leash in an unfenced area and some of these dogs also happen to be escape artists. Don’t walk in and leave the gate wide open -- come in and close the gate quickly. If there are other dogs and people waiting to enter or exit the park, wait for them to pass before you go through the gate.
10. Do not leave your (human) children unattended. This seems like common sense but I have witnessed countless toddlers get barreled over by overenthusiastic dogs (or groups of dogs), which leads to crying children and angry parents. A dog park is not the best way to introduce a child to dogs for the first time, as it can be very overwhelming for a child to be surrounded by unfamiliar animals. In fact, bringing a child who has never met dogs to a dog park is probably a good way to create a phobia! If your child is accustomed to dogs and you are well aware of the risks of bringing them to the dog park, keep your kid close and hold his hand to prevent him from falling victim to a stampede of dogs.
The most important thing to remember is that everyone comes to the dog park to have a good time. Be respectful of other people and dogs, use common sense, and know when it is time to leave.
Entrance to any of the dog parks in Montgomery County requires a permit. Annual permits costs $40 for the first dog and $5 for each additional dog. Your dog must be licensed with the county in order to be granted a permit.

Transcendental meditation reduces stress and improves emotional and mental well-being of breast cancer patients, suggest the findings of a recent study.
The two-year study included 130 patients at Saint Joseph Hospital in Chicago, over 55 years, randomly assigned to a transcendental meditation group or a control group that received usual care. Quality of life was assessed every six months.
"The emotional and psychosocial stress contributes to the initiation and progression of breast cancer and cancer mortality," he said in a press release from the Saint Joseph Hospital study author Nidich Sanford, principal investigator of the Maharishi Institute of Natural Medicine and Prevention Management University in Fairfield, Iowa.
"The technique of transcendental meditation reduces stress and improves emotional and mental health in older patients with breast cancer. Women in the study found that the meditation practice was easy to carry out at home, and reported significant benefits in quality of life in general, "said Nidich.
"It's wonderful that now doctors have a variety of interventions to use, even transcendental meditation, to benefit cancer patients. I think this method should be appreciated and used more widely, " he said in the press release the author of the study, Dr. Rhoda Pomerantz, chief of gerontology at Saint Joseph Hospital.
The study, published in a recent issue of the journal Integrative Cancer Therapies, was funded by the National Center for Complementary and Alternative Medicine of the National Institutes of Health USA.
Having been cheated on recently, “Millionaire Matchmaker” Patti Stanger has a lot to say about Democratic Rep. Anthony Weiner, who recently admitted to sending lewd photographs to women online.
“Men can dupe you,” the matchmaking reality star tells CNN, adding that his wife of less than one year, Huma Abedin, probably never saw it coming.

During a wide-ranging interview with ABC News' Diana Sawyer, set to air Sunday night, Dugard opened up about her experiences at the hands of her captors, Phillip and Nancy Garrido.
Dugard is now 31 and working to build a new life, one in which she and her children are finally free.
Dugard recounted the first moment Phillip Garrido entered her life.
She was on her way to school, wearing her favorite shirt and a ring her mother had given her, ABC reported, when all of a sudden Dugard felt "tingly" and "numb."
Phillip had shocked her with a stun gun, the network said. The Garridos then put her in their car. She recalled Phillip laughing at one point, and telling his wife: "I can't believe we got away with it."
"It was like the most horrible moment of your life times ten," Dugard told ABC.
"I didn't know I was in labor," Dugard said. Last month, a judge sentenced Phillip Garrido to 431 years in prison after he pleaded guilty to one count of kidnapping and 12 counts of sexual assault. A statement from Dugard, read by her mother at the sentencing hearing, called the Garridos "evil" and described her kidnapping by them as a "sexual perversion."
During the ABC interview, she stressed she is moving on with her life. Dugard said she wants to study writing, ABC reported.
Jaycee Dugard, the California woman who spent 18 years in captivity at the hands of Phillip and Nancy Garrido, is now revealing her horrific ordeal in her own words.
Four weeks ago, with the sentencing of the Garridos, Dugard closed a dark chapter in her life.
"My silent tears become giant sobs. The man takes me in his arms and offers comfort. I do not want comfort from this awful man," Dugard writes.
Experts say writing about her past will help Dugard heal.

More Debt Talks Set for Monday at White House
according to the Democratic aide, is that Republicans are "refusing to take yes for an answer because of their ideological adherence on revenues."
In addition, there were discussions of Vice President Biden's framework and how they could work off of that toward a potential agreement.
A spokesman for Senate Republican Leader Mitch McConnell hits the president on entitlements following the meeting.
"The members will meet again tomorrow, though it's disappointing that the president is unable to bring his own party around to the entitlement reform that he put on the table. And it's baffling that the president and his party continue to insist on massive tax hikes in the middle of a jobs crisis while refusing to take significant action on spending reductions at a time of record deficits," McConnell spokesman Don Stewart told Fox News.
House Minority Leader Nancy Pelosi said in a statement that she still wants a "large, bipartisan agreement."
"We came into this weekend with the prospect that we could achieve a grand bargain. We are still hopeful for a large bipartisan agreement."
Before Sunday's meeting started, the president said a debt deal with Congress needs to be worked out in the next 10 days as the Aug. 2 deadline to raise the nation's debt ceiling looms.
As the meeting opened, Obama and the leaders sat around the table in Sunday casual dress. Asked whether the White House and Congress could "work it out in 10 days," Obama replied, "We need to."
Partisan tensions were flaring ahead of the critical summit, where aides say the president planned to make one last push for a major deficit-reduction deal amid doubts on both sides.
The talks still happened despite a surprise announcement from Boehner that rattled the almost-optimistic mood surrounding the negotiations.
The speaker, claiming the White House was pushing too hard for tax hikes while not pushing hard enough for entitlement reform, said Saturday evening that lawmakers should aim for a smaller deficit-reduction deal. Instead of the $4 trillion package officials were talking about just days ago, Boehner suggested negotiators aim for a deal that would be worth about half that over the next decade.
McConnell, speaking on "Fox News Sunday," confirmed that a $4 trillion package is now off the table.
"Everything they've told me and the speaker is that to get a big package would require big tax increases in the middle of the economic situation," McConnell told "Fox News Sunday."
Earlier in the week, Democrats had been sparring with the White House over its perceived willingness to deal with the GOP on entitlement reform. But Boehner's statement on Sunday turned their focus back to hammering Republicans for their insistence on no tax hikes in the deficit talks.
"All they want is to cut Medicare/Social Security and protect the rich," a senior Democratic congressional aide told Fox News.
Rep. Xavier Becerra, D-Calif., said there must be "shared sacrifice" in any deal.
"Everything has to be on the table. But pretty quickly, my Republican colleagues said, everything should be on the table except taxes. That doesn't seem fair," he told "Fox News Sunday."
On the other side, Sen. Jim DeMint, R-S.C., accused Obama of "gaming Republicans."
"It's hard to take him seriously here," he said on "Fox News Sunday."
The partisan recriminations cast a pall over the talks Sunday evening. After a bipartisan meeting at the White House Thursday, officials were talking ambitiously about a grand bargain -- one which might cut spending, address all three major entitlements, achieve tax reform and make other monumental changes in exchange for a "yes" vote on raising the $14.3 trillion debt ceiling before an Aug. 2 deadline.
The fact that Republicans -- those pushing hardest for spending cuts and entitlement reform -- were scaling back those goals Sunday signaled the negotiations were still in a tenuous place.
White House Chief of Staff Bill Daley nevertheless said Obama will push for a big deal out of Sunday's meeting.
"Everyone agrees that a number around $4 trillion is the number that will make a serious dent on our deficit," Daley said. "That's what he wants to see. ... This president's still committed to doing big things."
Daley, speaking on ABC's "This Week," called Boehner's statement "unfortunate."
Treasury Secretary Timothy Geithner reiterated Sunday that a failure to negotiate a package and raise the debt ceiling by Aug. 2 would have "catastrophic" consequences for the economy.
However, he and other officials expressed confidence that no matter the course of negotiations, Congress will ultimately vote to lift the cap.
