Creating a budget can be divisive or unifying. A budget is a plan put to number (dollars). What does you budget process say about your planning?
Perhaps the question should be, "Can we cut expenses without reducing or impacting the mission?" An alternative opening question might be, "What do we need to do to increase our client's chance of success?" Everyone wants successful clients. Successful clients are why they joined the board. The positive opening creates hope for the future. Those improvements become self-imposed cost savings instead of externally imposed cost cutting.
Cost savings are a gift created by the teamwork of the board, budget committee, and professional staff.
How do we cut expenses? It is an organization without a plan to prosper. Instead of an organization that helps people it is an organization that unintentionally hurts people (we reduced the number of clients we serve, we
laid off employees, we cut hours, we cut benefits, we cut... to save money). - The answer to that question is likely to inspire donors. Before you talk about the budget, develop questions that are positive, future focused, generative, and unify and inspire the listener beyond budgeting

The budget and sustainability are very weakly connected. There is a strong connection between sustainability and the attitudes generated by the budget discussion. There is a strong connection between sustainability and successful implementation the budget.
